Chinahasbeenthroughawrenchingseriesofchangesandexperiments。Itisnotforme,orforothersinAmerica,totellChinawhatitseconomicsystemshouldbe。WhatworksbestforChinawillbeasystemrootedinChinaitself-inChinesecustomsandtraditionsandwaysofdoingthings。Theproofofanysystemliesinitsresults:intheextenttowhichitprovidesforthepeoplemoreofwhatthosepeoplewant。WhatthepeopleofChinawantwillnotbeinallrespectsthesameaswhatthepeopleoftheUnitedStateswouldwant。Butinsomerespectsitwillbethesame。Thebottomlinestestofanyeconomicsystemiswhetheritworks。Aneconomicsystemthatworksisonethatcreatesincentivestoproduce,andprovidesafairdistributionofwhatisproduced。Whatincentiveswillwork,whatdistributionisseentobe“fair”---thesearequestionsthatdifferentculturesmayanswerdifferently,andthateventhesameculturemayanswerdifferentlyindifferentperiodsofhistoryoratdifferentstagesofitsdevelopment。
Amongthegreatnations,theUnitedStates’economicsystemisthemostsuccessfulinhistoryinproducingprosperity。TheChinesesystemisthemostsuccessfulinhistoryinproducingequality。Thechallengewebothfaceistoavoidforcingpeopletomakeahardchoicebetweenasystematoneextremewhichprovidesequalitybutwouldperpetuatepovertyandoneattheotherextremewhichprovidesprosperitybutwouldignorepoverty。Povertyistoohighapricetopayforeitherequalityorprosperity。China’schallengeistosupporttheprincipleofequalitywithoutdestroyingtheproductivityofthepeople。America’schallengeistoprovideprosperitywhichgivesallanopportunitytoescapefrompoverty。Oursystemsareprofoundlydifferent,butinlongviewourgoalofabetterlifeforallourpeopleisthesame。
